RS Utilities is proud to partner in this endeavor by providing design and management services that is helping shape a cleaner more energy efficient future. 

    • Generate structural facility drawings and one-line electrical diagram showing electric vehicle (EV) switch gear and charging locations for level 1 , 2 and 3 charging stations.

    • Submit applications to Exelon power companies such as Pepco, Baltimore Gas & Electric (BGE), Dominion Energy, Delmarva Power, Philadelphia Electric Company (PECO), as well as other utility providers such as Con Edison, Duke Energy, Rappahannock Electric Cooperative, Northern Virginia Electric Cooperative (NOVEC), Potomac Edison and FirstEnergy.

    • Coordinate with power companies on community solar 3 Mega Watt (MW) and below, Wholesale solar 3 Mega Watt (MW) and above.

    • Identify wet and dry utility disconnects/removals/abandonments required for planned demolition work. 

    • Submit raze and applicable disconnects/removals/abandonments requests to applicable utility companies. 

    • Ensure existing utility accounts have been closed/paid in-full by tenants. 

    • Secure and coordinate execution of applicable cost letters, agreements and/or alterations to existing easements/quitclaims. 

    • Schedule applicable work with utility. Track completion of applicable field work with utility companies. 

    • Secure required Raze Letters from utility companies. 

    • Identify public space facilities pole(s) to be relocated.  

    • Submit relocation request(s) to applicable utility companies. 

    • Secure and coordinate execution of applicable cost letters and/or agreements.

    • Schedule relocation(s) with utility company(s) prior to demolition/ground-break, if deemed appropriate by Client and Civil Engineer. If not, scheduling of this work will be coordinated with Client and GC during construction.  

    • Track completion of relocation(s) field work with utility companies. 

    • Submit load letters with applicable site plans, riser diagrams, architectural/plumbing/electric drawings, and other required documentation, describing/depicting proposed service routing and utility structures to utility providers (utilities).

    • Obtain will serve & reliability letters for dry utilities.

    • Meet and coordinate with utilities regarding dry utility new service requirements, schedules, and applicable marketing agreements.

    • Facilitate conflict resolution between project team and utilities.

    • Confirm need for applicable easements and obtain requirements. *Applicable easement plats must be drawn up by Civil on record/signed/sealed/stamped.

    • Provide project team with preliminary estimate fees for utility design and installation.

    • Provide anticipated utility project schedules for dry utility installation.

    • Create Preliminary Structural Facility Drawings (SFD) *Obtain applicable signature/stamp from utility providers on SFD.

    • Secure and coordinate execution of applicable final service contracts, final cost letters, required signatures on approved Structural Facility Drawing(s) and applicable easement agreements.

      Note for Neighboring Properties: all above noted, final coordination/designs/markups will ensure that the neighboring properties are kept in active service during and after construction. Coordination of dry utility new service routings will be included with the final SFD markups/coordination/management.

    • Provide continuous/weekly/monthly status updates.

    • Submit utility load letters for temporary services.

    • Provide proposed temporary structure locations (switchgear, poles, manholes, duct bank, transformers)

    • Conduct site/virtual meetings with utility companies.

    • Coordinate temporary service route designs and structure locations with utility provider.

    • Confirm need for applicable temporary easements and coordinate with project team.

    • Applicable easement plats must be drawn up by Civil on record/signed/sealed/stamped

    • Preliminary/Final Structural Facility Drawing (SFD) – RS Utilities will design this drawing and coordinate new service utility route designs and structure locations with utilities and provide all comments/updates to project team for review, possible re-design and/or approval.

    • Project Team/GC can utilize the SFD to update their design prints/use for construction purposes.

    • Coordinate and finalize temporary utility design requirements with project team/utilities.

    • Secure and coordinate execution of applicable final service contracts, final cost letters, required signatures on approved Structural Facility Drawing(s) and applicable easement agreements.

    • Coordinate temporary installation/activation schedules with utilities, project team and/or GC.

    • Secure notice from utilities regarding completion of temporary service installation/activation and provide to project team and/or GC.

    • Provide scheduled project status updates.

    • Attend meetings as needed throughout the construction process with GC/project team/utilities when deemed necessary. 

    • Identify and resolve scheduling conflicts and or unforeseen issues between utilities and GC. 

    • Coordinate inspections, installations, and activations with utilities and GC as needed.  

    • As needed, assist utilities with applicable permit expediting to ensure they receive their permits in a timely manner.

    • Provide continuous/weekly/monthly status updates.

    • Internal Telecom Designs (Note: drawings are not signed/sealed/stamped)

    • Internal Electric Designs for tenant fit-outs and commercial buildings (not limited to) Note: designs are not signed/sealed/stamped)

    • Installation of internal/external electric and telecom facilities (most pricing will provided after SFD approval)

    • Photometric Calculations.

    • Dry Utility Plan & Profile Exhibit

    • Utility Surveying and Test Pitting

    • Submission of construction and/or BCIV permit packages (applications/plans) agencies for review and approval.

    • Managing communications and status updates between agency reviewers and Stakeholders.

    • Providing weekly documentation depicting all status updates of each permit being applied for (approximately 100 permits being processed per month).

    • Attending meetings/assisting with meeting tracking and follow up between Stakeholders and outside Agencies.

    • Facilitating meetings with DC Agency Members and Stakeholders regarding plan review and coordination efforts.

    • Creating Standard Operating Procedures for Permitting Processes.

    • Holding/facilitating regular Permit Training Meetings with Stakeholders/Management Staff to ensure processes set in place are maintained and run as smoothly as possible.

    • Reporting to Key Stakeholders regarding behavioral management/conflict resolution needs when difficulties arise with DC Reviewers/Agency Staff.

    • Tracking and maintaining project/contract/processes and procedure lists.

    • Managing and maintaining permit payments and expense reporting for permit purposes.

    • Conflict management with General Contractors when permitting issue arise/assisting them with permitting needs.

    • Assisting with permit payment processing/tracking as needed using the Stakeholder expense reporting database system(s).
